U-46 Rounds Facility Environmental LUST Reporting Services


In 2005, the School District U-46 Services, LLC, retained Robinson Engineering’s affiliate Company, GEOCON Professional Services, LLC, to resolve an old LUST release incident (982142) associated with a former 10,000-gallon unleaded/ leaded gasoline UST at the grounds facility located at 647 Laurel Street. The tank was used to fuel school buses and other vehicles for approximately 33 years until its removal in 1998.


Key Project Elements


• The Early Action activities included the UST removal in 1998 by a tank contractor. In 2005, School District U-46 elected to continue the LUST reporting required by the IEPA. Stage 1, 2 & 3 Site Investigation activities included the completion of numerous soil borings and shallow monitoring wells to define the extents of soil and groundwater contamination surrounding the former tank basin located within close proximity to the Laurel Street and Illinois Avenue right-of-ways.


• Corrective Action activities included a Tier 2 Evaluation, the implementation of Institutional Controls which included: the installation of an asphalt pavement Engineered Barrier, a construction worker safety caution, a Highway Authority Agreement with the City of Elgin, an on-site groundwater use restriction and an industrial/commercial land use restriction. The IEPA issued a No Further Remediation Letter on October 12, 2017 to School District U-46 for the LUST incident.


• GEOCON prepared reimbursement claims after each phase of work and the School District received 100% reimbursement of eligible costs from the Illinois UST Fund for the LUST incident less the $10,000.00 deductible established for the incident by the Office of the Illinois State Fire Marshal (OSFM).
