Proposed Metra Station Preliminary Site Assessment & Investigation Southwest Corner of 135th St. & New Ave.
GEOCON Professional Services, LLC (GEOCON) was retained by Robinson Engineering, Ltd., (REL) to conduct a Preliminary Environmental Site Assessment (PESA) of three parcels of land located at the southwest corner of 135th Street and New Avenue, in Romeoville, Illinois. The project area included a 100-foot right-of-way owned by the CN Railroad and two industrial parcels owned by the CITGO Lemont Refinery. The project area will be redeveloped into a Metra train station. GEOCON conducted the PESA in 2011 and an updated PESA in 2015.
The assessment included site visits of the project area and review of historical and geological information obtained from various local, state and federal sources in order to identify Recognized Environmental Conditions (RECs). The PESA was conducted in a timely manner in general accordance with the Illinois Department of Transportation (IDOT) and Illinois State Geological
Survey (ISGS) PESA Manual dated 1996 that was in effect at the time of the assessment. RECs associated with petroleum pipelines and historic use of the railroad were identified to be associated with the properties within the project area as documented in the PESA report. In 2015, GEOCON completed a Preliminary Site Investigation (PSI) of the 15.753-acre project area in order to further evaluate the identified RECs. The subsurface investigation included the advancement of soil borings and soil sampling and testing in the areas of concern.
