Site Remediation Program
Elmhurst and Dempster, LLC retained Robinson Engineering’s affiliate company, GEOCON Professional Services, LLC, to conduct environmental services after they purchased a Budget Rent-a-Car lot, that was a former Clark Oil gas station in 1960s-1980s, and an adjoining vacant lot. In 2007, GEOCON conducted a Phase I and II Environmental Site Assessments (ESAs) of the parcels for the property transfer due diligence and contamination from former unregulated gasoline Leaking Underground Storage Tank (LUST) systems was identified. In 2008, our client redeveloped the commercial parcels into a Fifth Third Bank and retail building. In 2013, at the request of our client, GEOCON enrolled the site into the Illinois Environmental Protection Agency (IEPA) Site Remediation Program (SRP) to address the recognized environmental conditions associated with the property in order to obtain a regulatory closure for the sale of the property. GEOCON completed the required assessment and reporting to the Illinois Environmental Protection Agency (IEPA) for the property (LPC# 0310635655).
Key Project Elements
• Subsurface investigation activities to define the extent of contamination included the advancement of numerous soil borings across the property with the use of a geoprobe and direct PUSH sampling for BTEX, MTBE and Lead analytical testing and physical soil testing.
• Remedial Action activities included a Tier 2 Soil Evaluation, removal of a small quantity of highly contaminated soil in the parking lot that exceeded the Tier 2 soil saturation limits for total xylenes, soil gas sampling for vapor intrusion pathways and the implementation of Institutional Controls.
• GEOCON prepared a combined report: Focused Site Investigation Report (FSIR), Remediation Objectives Report (ROR) and Remedial Action Plan (RAP) as well as a Remedial Action Completion Report (RACR) and an Addendum to the RACR that was IEPA approved in a timely manner.
• The IEPA issued a Focused-No Further Remediation Letter on November 25, 2014 to our client with the following Institutional Controls for the property: a full concrete slab-on grade or full concrete basement floor and walls for future potential buildings in the area of the remaining contamination, a Building Control Technology (BCT) for future buildings in the contaminated
area, an on-site groundwater use restriction and an industrial/commercial land use restriction.
