Site Remediation Program
The Pride Oil, LLC. (Pride) property is a former gasoline filling station with a former underground storage tank system (UST) in operation at the site. In 2008, GEOCON Professional Services, LLC (GEOCON), Robinson Engineering’s affiliate company, was retained by Pride to assess the site as part of Pride’s purchase of the property. A gasoline release incident was reported to the Illinois Emergency Management Agency (IEMA) in 2009 for the gasoline contamination encountered at the property resulting in LUST release incident number 20090871.
In 2009, GEOCON removed the UST system from the ground and completed Early Action remedial excavation work to remove the highly contaminated backfill materials from the UST basin. Following Early Action, GEOCON conducted a subsurface soil and groundwater investigation to evaluate the petroleum impact to the property and surrounding areas. A Tier 2 Evaluation, a Highway Authority Agreement with the City of Charleston for contamination in the adjacent right-of-way and reliance on the existing City of Charleston Groundwater Restriction Ordinance allowed GEOCON to resolve the incident with the IEPA. In September 2013, the Illinois Environmental Protection Agency (IEPA) issued a No Further Remediation Letter to Pride for the LUST incident with limited land use restrictions.
Key Project Elements
• Technical Tier 2 Soil and Groundwater Evaluation in accordance with the Tiered Approach to Corrective Action Objectives (TACO) regulations
• The risk-based assessment with limited land use restrictions minimized the overall costs of the project and satisfied the land owner, Pride Oil, LLC
• Preparation of complete reimbursement claims allowed for 100% reimbursement from the Illinois UST Fund for the corrective action costs incurred by the owner/operator
